their own subsistence: upon in case of their having the ability,
upon their having the disposition.

If a man is not in a condition able to read, it is
very rare that he is in a condition to hire others
to read to him. Nor is it common for him to have
any great relish for such sort of discourse as is consigned
to books.

The greater part of mankind (I speak of adults,
persons liable to incur punishment) are unable
unacquainted with the art of reading: probably in
this country: certainly in Europe and its Colonies taking it throughout.
It In general then it may be said, that
when he is he be rendered being rendered deaf and dumb he is debarred totally

Disablement of the limbs varies in its severity
by an indefinite number of gradations: from the
slightest inconvenience up to utter helplessness:
It may be considered as affecting either 1st his
subsistence or 2dly His pleasures.

If his subsistence is secured his pleasures are
not much affected by it: but little But being render'd more
and more helpless, he stands more and more in
need of foreign assistance: the same income therefore
