Ch. IX. §.17. Supplement

To the affections of the Depredationists, money is
still more congenial than barren power. For the prospect of near
and continued encrease of this that prime object of desire,
they are content to incurr, as far as necessary, the
risk of losing, or even actually to part with, a small quantity of power, or even actually the secondary
to part with it object. From an independent nation, nothing
(they see) is to be got, but in the way either of war or of exchange.
By war against a civilized nation at least, more
is lost than got: and, in the way of exchange, more is to
be got from a rich an opulent nation than from a poor one: more, in a
tolerably exact proportion to its opulence. These truths,
howsoever incomprehensible to, or unheeded by, the Oppressionists,
the Depredationists want not the discernment
to perceive. What they perceive at the same time they
perceive, is that by those from whom, as above, they
have to get their wealth, the labour necessary to the
acquisition of it will not be bestowed, but in
proportion as they regard themselves as assured of
keeping it, till they feel disposed to part with it.
All this considered, though aristocracy-ridden Monarchy,
is as as being an offset from their own, is what they concurr in
