3. In the last place the quantity the people in question
allow themselves is but 5 hours; the quantity proposed
for the Penitentiary House is 6 hours: 1/5 as much
again: the effect of such an addition can not but be
very considerable.

A plain proof that in the 5 hours, the more
deficiency of any can not be very great is that it
is submitted to voluntarily, and that by the generality
of the people. What is pretty clear therefore is that
the habitual privation, such as it is, is not attended with
any present and habitual uneasiness. After all, other admitting
the fact, viz: that t in the country part of the world in question

towns, who can say that what proof is there that the difference owing altogether
or so much as in any degree to this cause?
