It is a maxim with a certain class description of
Formists not to give existence or support to any plan
of reform without the consent and guidance of those
to whom particular and sinister interest it is in
the strongest degree adverse: not to do wrong or diminish
any evil but by the consent and under the guidance
of those by who, for their own advantage it has been
created and prescribed
