What does has that Government to say to
all this? What does Government think of it? The
answer is simple: they do not think of it: consequently
they have nothing to say to it. Questions
like this proceed upon a mistake: they suppose
those who wield the runs of government to be
sollicitous to think, careful of what they say. The
people who act govern and the people who think are belong
to
two different classes. Price and insolence, two
strong reparation walls stand between them. Empowered
to act they stand excused from thinking.
