I was there, their Victuals were good, I tasted it each time – the
men out of the Lazaret looked as Healthy as before – the Behaviour of the Convicts was orderly each time I was there.
I have seen them at their working Hours, I thought many
of them worked but little. I saw several People that guarded
them and two or three to direct what they were to do – they
seemed to be orderly on shore and go through their Work
with Regularity – they were carrying Soil to make a new
Quay or Wharf, some filled their Barrows full, others did not,
I suppose their Keeper considered their Strength – they are
punished with a Cat of Nine Tails for not working – their
Labour did not seem so hard as Common Labour in other
Places – I saw them employed in getting up Ballast, that
is harder than Common Labour. I cant speak with
Certainty as to the Beds, the Convicts lay too close together
a Partition to divide Man from Man would be much
better, each Man then would keep his Place clean – I think it
would be a great Improvement to have a space between
their Beds & the Wall.

My second Visit was the 26th of January 1778 –

I went first to the Warren where I staid about One Hour
& an half making Observations on the Works, afterwards
I went on Board the Justitia & the Censor & many of
the Convicts told me they were better used than when
I saw them last & it was very evident by their Looks –
I asked if they had any Medical Assistance & they told
me they had an Apothecary every other day – there were
125 on Board the Censor in January – I staid some

time in the Hospitals – 13 were sick in the Justitia
