<p>The unpopularity of particular<lb/>

the penal Code shall become conformed<lb/>
to the rules here laid down the more<lb/>
completely will it merit the <add>enlightened</add> approbation<lb/>
of the wise, and the sentimental approval<lb/>
of the multitude.</p>
<p><head>XI.  Simplicity of Description.</head></p>
<p>A mode of punishment ought also to be<lb/>
as simple as possible in its description.  It ought<lb/>
to be entirely intelligible &amp; that not only to the<lb/>
enlightened, but to the most unenlightened and<lb/>
ignorant.</p>

confine punishments to <add>those of</add> a simple description; there<lb/>
are many offences in which it will be proper <del>to</del><lb/>
