<p>These can scarcely be obtained in sufficient number<lb/>
by individuals completeness or variety except by means<lb/>
of combined exertions of persons from different points of<lb/>
observations, or by a society having numerous correspondents<lb/>
in different countries.</p>
<p>I must however guard myself from the supposition<lb/>
that by statistics I mean such matters as usually pass<lb/>
under of which that name it might be difficult to<lb/>
state whether the truth or error matters which they propagate<lb/>
prepare denote.</p>
<p>The results of past operations when they are extensive &amp;<lb/>
represented by figures are usually designated by the name<lb/>
of statistics and these would most frequently form the<lb/>
