the management of this Branch<lb/>
would be an Improvement, but<lb/>
he must act as the others do, under<lb/>
the Master Shipw<hi rend="superscript">t.</hi></p>

There can be no objection to the<lb/>
Master Caulker acting as an<lb/>
assistant, in most of the yards<lb/>
he does so occasionally.</p>
<p>17<hi rend="superscript">th.</hi><lb/>
There certainly does require<lb/>
another assistant at Sheerness<lb/>
during the war.</p>
<p>From Art 17 to 25.  The plan<lb/>
proposes alterations in the names<lb/>
&amp; classes of the different Master<lb/>
workmen, and adds to the Establishment<lb/>
a Master Engine Maker.</p>
<p>I see no good reason for<lb/>
changing the Names of the several<lb/>
Master workmen for the purpose<lb/>
of classing them.  Their several<lb/>
duties being perfectly understood.<lb/>
Having responsible men at the<lb/>
head of the Boat House &amp; Mast<lb/>
House who are acquainted with<lb/>
the abilities of the Workmen<lb/>
seems to be better calculated to<lb/>
carry on the Service advantageously<lb/>
than by having a<lb/>
casual director.  The Propriety<lb/>
