4. Next come witnesses — extraneous witnesses

Purpose as follows. 1. In the case of such as come voluntarily
in either in the first instance at the desire of the applicant, or
afterwards at his desire or that of any of his counterpart of him, security
against needless and uncompensated vexation in the exercise these for when they attend, in resp security in respect of
that function, of which security they may in case of need be
