The first caution care to be observed, and that
evidently an indispensable one, was, not to do to avoid
any every thing which should either be or appear to be
an injury to the Revenue: for to see which
could as by for to repeat in any such draw upon the
index itself the whole of the charge imposed
upon the whole body of intelligence of which it
undertook to give intimation, would be to subject the
publication to a degree load of expence a hundred times
as great perhaps as the utmost which it could
bear. But to clear it from every difficulty on
that score there needed but the observance of one
simple rule: which was so to frame the index
as that it might serve in every each instance to point out
the original source where the intelligence might be is to be had in
a state fit for use, without serving in any instance
to perform the office of the original, and supersede superseding
thereby the necessity of having recourse to it.

By the observance of this rule not only would
the execution of the plan be brought within the bounds
of practicability but the revenue itself so far from
being injured, by with or without fraud, or would receive a substantial
benefit. The constituent members elements of the body
of national intelligence now so confined in point
of accessibility would by the help of this ladder as
it were be rendered universally accessible: in proportion
to their encreased in point of accessibility
be their encrease of value in point of use: and so great
an encrease in point of utility could scarcely be unattended with an encrease more or less considerable in point of sale.
