of the spot that had been promised stood engaged to me, an improbability
grounded on the supposed impropriety
of any such arrangement on the part of the Administration, I will beg leave to
consider it with the regard to the propriety of the
part which I should have to act in such a business.
As to this matter Administration, Sir, are certainly the Judges
and in the first instance the sole judges of what may
be proper for them to justify admitt grant: but I, Sir, in my
