It is, I understand, in contemplation to
send a Vessel soon to New South Wales with
300 Convicts. What the expence of disbursement requested for that expedition
would amount to is not within my knowledge
but perfectly within yours: hardly much less,
possibly more than an appropriation a disbursement which
I would beg leave humbly to proposed in lieu of
it.

The intended Penitentiary House Establishment
being retarded by the causes you are apprised of,
if I might be allowed in manner hereinafter
mentioned a sum of £10,000 – payable not over and
above, but on account of and to be in due time deducted
the £24,000 which together with the purchase
money for the Land, it was intended I
should have had this summer for the Building
but on account of and to be deducted afterwards
from that sum, I would engage (and I think
if necessary I could find collateral security) to
have erected and ready for use within six months
after the signing of the first instalment receipt signing of the contract, a temporary
Penitentiary House of wood, upon a plan similar
to that of the intended permanent one.

The mode of payment I would endeavour
it should be my study to adapt to the convenience
of government. I suppose there would be no objection
to my receiving £2, or 3,000 on the signature
of the contract, and the remainder might be
spread over a surface of 2 or 3, or even 4 months.
