Art Divers circumstances will be apt to concurr
in preventing an estimate thus taken from being so as correct as could
be wished. But they are inherent rooted in the nature of the case
and from the inability to reach the highest point in the scale of correctness
is no reason for omitting to make the nearest apparent to it
which is consistent with avoidance of preponderant evil from
the same cause.

submitting to excessive
