hence, moral aptitude

1. As to moral aptitude,
i.e. by rectitude of decision,
disposition to give
execution and effect to
legal arrangements.
On responsibility, legal
and moral, depends this
aptitude in all functionaries:
here, legal has
no place: moral is minimized.
So probability inversely
as exposure to corruption:
and, value of
the matter of corruption,
and condition as to moral
habits given, this is
inversely as tempter's affluence.
To corruption
any corruptor may give
effect, on condition of
sustaining a quantity
of uneasiness which has

Greatest obstacle to the effect
of corruption thus
applied, shortness of interval
between Juryman's
arrival and his entry
on service. Suitor may
have full disposition to
apply the dose: Juror, to
swallow and earn it.
But time for finding one
another out, is wanting.
Of brokerage for this purpose,
no system as yet
known to have been established.
But no obstacle
to it's establishment
is visible. Multitude &
condition in life, of men
engaged in smuggling considered:
also, in parliamentary corruption,
singular this contraband
in this shape should be
unknown.
