I am now come, my Lord, to the last stroke
in this picture of the Treasury: and a finishing
one it is in every sense.
Upon the accession of the new first Lord, the About the month of March last, upon the revolution

of a Memorial the substance of which had then already
been before them for three months, your Lordship
