<p>It is a very true observation of a celebrated politician's, <sic>tho</sic> made to indifferent purpose, that<lb/>
the generality of mankind are 100 years at least behind hand in their politics:</p>
 
<p>But ever in respect to those times the<lb/>
<gap/> is undertaken: if <del>it</del> ever it<lb/>
was with any other nation, it certainly<lb/>
never was <add>the way</add> with Englishmen<lb/>
to quarrel with the liberty that<lb/>
was given them</p>
 
<p>If ever there was a time, when the<lb/>
Magistrate had said to the people,<lb/>
believe <add>each of you</add> as you will, or as you<lb/>
can, but follow the precepts of the<lb/>
Gospel in being peaceable &amp; loving<lb/>
one another, &amp; then they had taken<lb/>
up arms, &amp; then they had fallen to<lb/>
cutting <del>peoples</del> one another's throats<lb/>
the case would have been parallel:<lb/>
but <add>has it ever been so, yet?</add> that there never has been yet.</p>
 
<p>The language has always been, believe<lb/>
<add>all of you</add> as I do to day; believe all of you<lb/>
the contrary tomorrow as I shall<lb/>
do tomorrow; or flames or <gap/><lb/>
or beggary <add>banishment</add> or civil disabilities<lb/>
or ecclesiastical disabilities, now<lb/>
that I can no longer bring any<lb/>
of the rest to bear against you<lb/>
shall be your portion.</p>
 
<p>There have been x .. instances<lb/>
where the first mentioned sort of<lb/>
language has been used; the<lb/>
people to whom it was addressed<lb/>
were our own people, but <del>infinitely</del><lb/>
<del>more</del> attached to their speculative<lb/>
tenets <add>beyond what <del>have</del> they <del>the people</del> are</add> that it is pretended [by any<lb/>
one the people] are <add>to be</add> at present:<lb/>
men who had <add>most of many of them</add> given the last proofs<lb/>
of the <sic>rigor</sic> of that attachment<lb/>
by quitting their native country<lb/>
