<p>The less a man will take with it or the more<lb/>
 
he will give for it, the greater is his relish for it<lb/>
and the greater his relish for it, the greater the<lb/>
probability of his being fit for it.  If the <del>emolument</del> <add>income</add><lb/>
<del>is such</del> the functionary has, is not sufficient to<lb/>
enable him to make a decent appearance in it, he<lb/>
will have recourse to mischievous expedients, it has<lb/>
been said, for the augmentation of it.  Likely enough<lb/>
and if he thinks <add>in his expectation</add> he can escape <add>evade</add> punishment, so he<lb/>
will be his income ever so enormous, and the more<lb/>
enormous his income, the more easily will it be for<lb/>
to escape punishment.  The more ample and<lb/>
influential will be the circle of his adherents of<lb/>

to the necessary pay, any over pay is attached<lb/>
to an office, note the pay attached to an office of the<lb/>

The less a man will take with it or the more
