fraudulent persons while the fair Dealer is driven from the Business. —
The evil can only be remedied by the introduction of
restraints nearly upon the principles laid down in the Acts for
regulating Pawn Brokers and Persons Licensed to Slaughter
Houses — The Regulations which have occurred applicable
to the peculiar Circumstance of these Dealers are detailed in the
different Clauses of the Bill which will be explained one by one:
but first it may be necessary to premise that as the Trade in a
fair way affords a considerable resource and is extremely lucrative
from the immense profits that are obtained; The Licensed
Duties proposed by the first Clause towards the relieving Government
of the Expences of a Vigilant energetic and well
regulated System of Police is estimated (with a view to such fair
Trade) to produce the following sums Yearly.
1st Dealers in Old Naval Stores not used for the purpose
of Making Paper... Duty £5 and £2..10
2. Wholesale Dealers in Naval Stores Hand Stuff

3. Retail Dealers in Rags Hand Stuff &c for
