in the Bill and the 16 Clause subjects all Persons not duly Licensed
who shall keep such Carts to a Penalty of 10£ nor less than 40 Shillings.
The difficulty here seems to be to guard Persons not being Dealers
against the Penalty of the Act who may innocently remove a small
quantity of any of the Articles therein enumerated. In the 18th Section
