<p>To this plan there is one <del>very obvio</del> objection,<lb/>

by the <add>real</add> profit and be no more than a deduction<lb/>
out of those profits, the objection must surely<lb/>
in point of reason fall to the ground.  The objection<lb/>
such as it is is merely a nominal one:  In<lb/>
point of fact the present system swarms with places<lb/>
for the profit made by the dishonest dealer may<lb/>
to this purpose be considered as a place.  For <unclear>our</unclear><lb/>
placeman who upon the proposed place might at<lb/>
least be honest, (and who would be selected by competent<lb/>
authority under the notion of being such) you<lb/>
have a dozen perhaps who are confederates of theirs.<lb/>
In the one <del>place</del> <add>case</add> so many places as you have,<lb/>
so many rewards <del>for</del> if not always for probity,<lb/>
at any rate for supposed probity:  in the other case<lb/>
so many rewards for notorious improbity <add>depravity</add> and<lb/>
so many examples <del>tending</del> <add>contributing</add> to spread the contagion<lb/>
of improbity far and wide.</p>
<p>The antipathy to <add>horror of</add> place-making, if not tempered<lb/>
by sound discretion, and guarded by enlarged<lb/>
views capable of taking in and weighing advantages<lb/>
and disadvantages on both sides, is at least as apt<lb/>
to be prejudicial as <del><gap/> to</del> <add>probitive</add> salutary to the public<lb/>
