<p>In consequence of a communication <del>made</del> <add>obtained</add> of<lb/>
The Central-Inspection principle was<lb/>
applied, though partially and disadvantageously<lb/>
to the Edinburgh Penitentiary House.</p>
<p>At Petersburgh, A<hi rend="superscript">o</hi> 1809, under the diretion of<lb/>
the inventor, Sir Samuel Bentham, now Commissioner<lb/>
of his Majesty's Navy, then on a mission to the Russian<lb/>
Government, it was, in a perfected state applied to<lb/>
an Establishment, instituted under the name of the<lb/>
<hi rend="underline">School of Arts</hi>, for the instruction of many hundred<lb/>
boys in Arts subservient to the business of the Naval<lb/>
Department:  being there made to <unclear>pervade</unclear>, and has<lb/>
since <add>been</add> in the Russian Empire, adopted <del>to</del> <add>in</add> divers Establishments,<lb/>
public and private.<lb/>

having been destroyed<lb/>

charge, having been laid upon the Table of the House<lb/>
of Commons Committee on Penitentiary Houses, is<lb/>
referred to in the Appendix to their Report of that same<lb/>
