Parliament: a certificate, declarative of the utter<lb/>
inaptitude of the regular course, in all the several so<lb/>
numerous and diversified ramifications of which the<lb/>
<sic>tyger-stuffed</sic> jungle is composed. By Parliament? Yes:<lb/>
by every Parliament, from the very first, by which an<lb/>
exemplification of this summary and solely apt course<lb/>
was given, down to the present. A certificate?<lb/>

Instructive, and with a view to practice

we have on this subject — a certificate given by
Parliament: a certificate, declarative of the utter
inaptitude of the regular course, in all the several so
numerous and diversified ramifications of which the
