§ Securities – their mutual relation

Securities for moral
aptitude – their mutual
relation.
To desire, every means
affords additional inducements
and excitement
to correspondent
action.

Power of promoting
public interest can
not be altogether cleared
of do. to promote
personal and other
sinister interest.
Desire of sinister sacrifice
being constant
and universal, under
two heads are reducible
the means of
employable by the legislator:
viz
1. Cutting off every drop
of power detachable
without prejudice to
the end:
2. Application of apt
counterforce, for confining
the current of
power within the right
and proper channel.
Sole apt counterforce
of popular or moral
sanction, as applied by
Public opinion Tribunal.

Money is not only an
instrument of enjoyment
but a do. of power:
to the legislator it belongs
to take care throughout
lest that which being
taken into ruler's
hands by forced contributions
to form an instrument
of power exercised
for the good of
the whole, not turned
aside for the purpose of
adding to their personal
enjoyment.
