unless and until a declaration in the name of the
Legislation Minister is attached to it, declaring himself
to have perused it, and declaring in relation to it, one or
other of three opinions following.
1. That it is in symmetrical form. In this case, it
will thereupon be immediately transmitted to the legislature.
2. That it is not in symmetrical form. In this
case, it will thereupon be immediately declared dropt,
and the word dropt attached to it with his name accordingly.
3. That he is unable to determine whether it be or
be not in symmetrical form: adding the cause of such
his inability. In this case also it will be declared dropt.
But, with or without alteration, it may be introduced
at any time, by the same or any other Member.

Art. 20. By symmetrical form, as applied to
a clause proposed to operate in the character of an amendment,
to any article or aggregate of articles, contained in
any part or parts of the text of the Pannomion, &#x2014; &#x2014; understand
such form as, in respect of terminology,
phraseology and method, <gap/> declared reference to that is to say including the grouping of the
matter, and the order in which they follow one another, is not only <note>in import by in
form, in accordance
with the matter, in
which it is intended
to operate whereto application
is made of it: in
such sort that when
the two portions of
matter &#x2014; the amended
and the amending &#x2014;

may wear the appearance
of having been originally written at the same time</note>

Art. 18.
