Within no great length of time, an institution has made
its appearance, pregnant with a sort of mystery, that contradiction, what
requires no small degree of attention to unravel it in the unravelling of which the sagacity of one would not have
been ill employed. I speak of the sort of Court or Office
mentioned for the first time within my observance mentioned
in the year 1791 on the among the projects of the French Constitutional
Assembly, established thereupon in France, since then that time in
Denmark and now more are really among the constitution
proposed for adoption in the projected Russian Code.
Seldom has the world seen an institution a project more conforming
in its exterior, still seldom if there be any faith in figures, an institution more salutary
