<p>In two different characters then is it essential that<lb/>
 
the maximum of <add>constitutional</add> power the greatest quantity of <add>that species of</add> power that<lb/>
 
can be exercised by them consistently with their interest<lb/>
should be in the hands of the subject many <add>people</add>:  viz.  1.<lb/>
in the character of the end <add>a source of pleasure</add> – part and parcel of the all-comprehensive<lb/>
and <hi rend="underline">well-being</hi>:  and in the character of a<lb/>
<hi rend="underline">means</hi> – a means capable of being and likely to be<lb/>
employed towards the attainment of that end.</p>
<p>But constitutional power is <add>constitutional</add> over those<lb/>
by which in the highest degree <del>are</del> <add>the effective</add> effective power<lb/>
including the <hi rend="underline">imperative</hi> branch and the immediately<lb/>
<hi rend="underline">effective</hi> branch are possessed and exercised – viz. power<lb/>
of location and distraction:  and this power can<lb/>
not have place in the one part but in proportion<lb/>
as <del>in which</del> <hi rend="underline">dependence</hi>, dependence in relation<lb/>
to that power has place in the others.</p>
<p>The agent of the people <add>are either</add> if they be anything<lb/>
other than <add><unclear>joint</unclear></add> masters of the people, masters in that sense<lb/>
of the word master in which <del><add>it has</add> for its <gap/></del> the relation<lb/>
signified has for its opposite and correspondent <add>and opposite</add> relation<lb/>
<del>that</del> the relation expressed by the said slave are trustees<lb/>
for the people.  And <del>who</del> by whom was any such<lb/>
preposterous notion ever conceived <del><gap/></del> that it is the<lb/>
interest of a principal – in lawyers language a <foreign>cestui<lb/>

be in a state of irresponsibility and independence?</p>

Political Deontology

In two different characters then is it essential that
