Polit. Deontology
When the import of it is being thus fixt and circumscribed,
influence may be considered spoken of as being the
specific person, to the action of which every political
constitution, in so far as democracy makes a part
of it stands essentially and constantly exposed: and exactly in proportion
to the efficiency of this influence, whatsoever power
is in appearance lodged in the hands of the people is apparent
only and not real: the effect whatsoever effect
can be looked for in it being in fact truth destroyed annulled excluded and done
away in proportion to the efficiency of this influence.
In so far then as this influence has place and
the operation of it is effective, whatsoever good can be
considered as capable of being producible produced by the power thus apparently
lodged in the hands of the people is excluded struck out shut out: and whatsoever
excellence praise is under the action of the efficiency
of such power ascribed to the constitution in question
is rendered partly ideal, and whatsoever praise is
bestowed upon the constitution in the sense of such
supposed excellence, groundless and .
