Penal Code

A result altogether natural is that in three
different proportions, these tree lots should be
produced by the same cause, even, if on the
part of those, by whom employment in a different
shape is found, the pain of sufferance, more or
less intense and protracted has place: and
much greater on the part of those whose maintenance
is cast as a burthen upon publick Charity.
And so great is this sufferance, that to exempt
themselves from it , out of assumed number of 50
there may be commonly one or more, who take
refuge in the arms of death. What is worse,
the death is not a prompt one such as that which
is received at the hands of the executioner, but a
slow one, preceded by the mingled sufferings of
hunger and disease. If in the eyes mind on the part of a distant
and uninterested spectator, such is the case of the
sufferers, what must it be in thier own hearts?
If under this feeling, they betake themselves to
revenge and retaliate on its authors of their suffering,
the retribution is assuredly not to be wondered
at, and it may be a question whether it be to be
blamed.
