Art. 1. To the Legislator. Under the uncertainty | |||
and variability of the demand which in respect of the number of | |||
judicatories can not but have place, even where the political | |||
state in question is a given quantity, the here proposed unlimited deputation | |||
system is the only one which can afford any <gap/> the mean | |||
assurance of the steering <gap/> at all times clear of the two | |||
extremes of deficiency and excess. It is like has for its emblem the seven- | |||
leagued boots in the fable which [being of fairy manufacture] | |||
the fabled boots which of themselves fitted themselves to every leg. | |||
With the maximum of aptitude in respect of quantity | |||
it makes compares at the same time the maximum of frugality. | |||
Meantime, it being like every other human institution | |||
tinged with labouring under imperfection and exposed to abuse it will wheresoever established require | |||
on the part of the Legislature and Public Opinion Tribunal | |||
require an eye constantly open to abuse in whatsoever abuses | |||
