In a word, a more consummate system of neglect might it not | |||

In case of embezzlement, the determination whether to institute | |||
a suit for the purpose of restoring a Charity to its destination, | |||
left to the Attorney General: that is to say to a functionary | |||
whose interest it is was and continues to be to maximize the | |||
number of the suits, with or without use; his profit receiving | |||
proportionable increase; as also to maximize the quantity | |||
of the expense lavished on each suit. | |||
Ever since the year 1818 may have been seen the learned | |||
founder of this institution on the one part and the Right Hnble | |||
Superintendent of the same on the other part running against | |||
each other, as if in concert, a sort of run race of negligence: | |||
the Right Honorable functionaries, one aft4er another, in the office of | |||
Secretary of State — they and the Honorable and Learned gentleman, | |||
both of them in Hon. House. | |||
