<p>Seeing in the Journal of the Cortes (here <del>to</del> <add>he</add> quotes the paragraph)<lb/>
in <del>concurrence</del> <add>pursuance</add> of the opinion therein expressed I write this<lb/>
by order of his Majesty desiring you <del>to draw up</del> with<lb/>
all convenient <del>speed</del> dispatch to draw up and transmitt<lb/>
to me at Madrid the Form of a proposed Code of Penal<lb/>
law, conformable to the principles brought to view in your<lb/>
work entitled Traites de legislation Civile et Penale as<lb/>
published by M<hi rend="superscript">r</hi> Stephen Dumont of Geneva in the years<lb/>
1802 and 1820:  adding <add>any</add> such <del><gap/></del> improvement as subsequent<lb/>
reflection may have suggested:  assuring you <del>as</del><lb/>
by his Majesty's command that any such Code so transmitted<lb/>
by you shall <add>immediately</add> upon its arrival be <del><gap/></del> laid before the Cortes<lb/>
if that Assembly shall then be sitting, or if not, then so<lb/>
soon as any such Assembly shall commence its sessions.<lb/>
Thereupon so soon as any such Penal Code shall have been<lb/>
compleated by you, his Majesty being by the report made to<lb/>
him fully assured that in regard to the matter of a Civil<lb/>
Code it is a fixt principle with you that every such Code<lb/>
should have for its first object the securing to all citizens<lb/>
their existing rights of property avoiding as much as possible<lb/>
the defeating and disappointing of existing expectations, and that<lb/>
equality of property as between man and man should not be<lb/>

Practical inference. What a man who draws a Code

Seeing in the Journal of the Cortes (here to he quotes the paragraph)
