<p>Since my last I have taken down <add>from my shelves</add> a copy I have of a Statement<lb/>
 
made by my Brother of the Services rendered by him to Government<lb/>
 
in the situation of Inspector General of Naval <unclear>works</unclear>, a situation created<lb/>
for him in 1792 when Earl Spencer was at the head of the<lb/>
Admiralty.  I was going to give you something of his history:  but<lb/>
the principal part of it may be seen in this work of his.  Though a<lb/>
great part of it will be unintelligible to you as well as to me for<lb/>
want of <add>professional</add> knowledge yet you will find enough in it, or I am much<lb/>
mistaken, to excite a most lively interest.  To the objects of<lb/>
his pursuit he bears much the same relation as I do to mine.<lb/>
You will read me in his manner of stating and reasoning:  He is<lb/>
nine years younger than me:  our original <unclear>temperaments</unclear> are<lb/>
very different;  making allowance for this difference, his mind<lb/>
was formed by mine.  In 1791 he came hither <del>with his</del> on a<lb/>
furlough, with laurels on his head, earned in the Russian Service<lb/>
a land officer commanding a flotilla with which he had defeated<lb/>
a Turkish arsenal composed of a flotilla of twice the force with<lb/>
three or four ships of the <unclear>line</unclear>.  His being taken note the English Admiralty<lb/>
service was produced by a system of Mechanical invention<lb/>
<del><gap/></del> of which <del>the</del> Pitt, Dundas and other <del>to day</del> <add>leading men</add> <gap/> Ministers<lb/>
had been seeing at this house of <unclear>mine</unclear>.  He brought with him<lb/>
into the service that stock of Mechanical and Chemical knowledge<lb/>
of which the work in question shews the fruits.  His <unclear>situation</unclear><lb/>
was intermediate between the Admiralty Board and a Navy<lb/>
Board.  Below him as well as above him was a mass of<lb/>
no compleat ignorance and <del><gap/></del> inaptitude, as an enemy could<lb/>
have wished to see there:  with the exception of Earl Spencer the<lb/>
first Lord of the Admiralty by whom he was introduced, and<lb/>
had just knowledge enough to <del><gap/></del> distinguish my brothers<lb/>
knowledge from compleat ignorance:  all the other <add>Admiralty Lords</add> were<lb/>
empty headed men of quality, put in to earn their salaries by<lb/>
their votes in Parliament.  The Navy Board was composed of two<lb/>
sets – the <hi rend="underline">Accountant</hi> Set ignorant of every thing without exception<lb/>
put in under the system of corruption on the same principle as<lb/>
the others except a Navy Captain or two who understood the commanding<lb/>
a ship and nothing else:  The <unclear>Operaters</unclear> Set, consisted of <gap/><lb/>
