<p>In the course of our conversations M<hi rend="superscript">r</hi> B. has more<lb/>
 
than once expressed an anxious wish that in the event of<lb/>
 
any invitation given to him from the competent authority at<lb/>
Madrid reference should in the terms of it be made to<lb/>
of his <add>reasons</add> opinion <del>in relation to</del> <add>his already published works viz. those by Dumont as expressions</add> as to the inviolability of proprietary<lb/>
rights.  <del>A</del> By a reference of this sort a pledge<lb/>
will be given to the public of all countries given not only<lb/>
by him to the Spanish Government but by that government to<lb/>
others – that by no adaption given to any arrangements proposed<lb/>
by him will either mischief or danger to such rights<lb/>
be produced.  <add>Compleatly</add> Groundless as it is the contrary  <del>supposition</del> <add>assumption</add> is<lb/>
the most powerful of the weapons with which every protection<lb/>
for <gap/> the condition of the people in respect<lb/>
of constitutional liberty – in other words security against<lb/>
misrule is sure to be encountered.  For a short proof<lb/>
of the groundlessness of this imputation, you need but make<lb/>
reference on the one hand to the condition of the American<lb/>
United States where this <add><del>political</del> Constitutional</add> security is <del>compleat</del> at its extreme<lb/>
<del>to the stat</del> on the other hand to the state of proprietary<lb/>
rights in Spain  under the <add>King's</add> late advisers.  Respecting<lb/>
the wording of such a clause Mr B. tells me he<lb/>

In the course of our conversations Mr B. has more
than once expressed an anxious wish that in the event of
any invitation given to him from the competent authority at

of his reasons opinion in relation to his already published works viz. those by Dumont as expressions as to the inviolability of proprietary
