Bowring to Torreno

In the course of our conversations Mr B. has more
than once expressed an anxious wish that in the event of
any invitation given to him from the competent authority at
Madrid reference should in the terms of it be made to
of his reasons opinion in relation to his already published works viz. those by Dumont as expressions as to the inviolability of proprietary
rights. A By a reference of this sort a pledge
will be given to the public of all countries given not only
by him to the Spanish Government but by that government to
others – that by no adaption given to any arrangements proposed
by him will either mischief or danger to such rights
be produced. Compleatly Groundless as it is the contrary supposition assumption is
the most powerful of the weapons with which every protection
for the condition of the people in respect
of constitutional liberty – in other words security against
misrule is sure to be encountered. For a short proof
of the groundlessness of this imputation, you need but make
reference on the one hand to the condition of the American
United States where this political Constitutional security is compleat at its extreme
to the stat on the other hand to the state of proprietary
rights in Spain under the King's late advisers. Respecting
the wording of such a clause Mr B. tells me he
has written to Mr Mora wrote some little ago to Mr
Mora.
