§.15. Justice for the poorest.

Art. 1. Forthcomingness on the part of certain
persons or certain things, or both, as the case may
be — forthcomingness, as being an actually necessary
means of affording compensation for injury responsibility compensational and punitional, and
inflicting punishment where due: being in every case
necessary to rectitude of decision, and in many cases
not obtainable without a mass of expence, to which
there are no certain limits, the consequence is that
persons relatively indigent will be kept subjected
to irresistible tyranny, under the yoke of all persons
relatively opulent, unless, at the expence of the
public at large, effectual provision be made for
the eventual supply of these necessary means.

Effects of relative
indigence

Art. 3. Non-decision, through indigence, and thence
non-relief of to the injured, and thence oppression of the
injured without doors, is produced by relative indigence through
on the pursuer's side of the suit, through in-
inability to obtain the means of relief at the hands
of the Judge, is produced by relative indigence on the pursuers
side

Misdecision through indigence, and thence
oppression exercised on the injured within doors
by the hand of the Judge, through inability to obtain
the necessary means of self defence, is produced
by relative indigence on the Defendant's side.

Art. 4. For the exclusion of tyranny in this
shape, the constitution ordains that, in every
Justice Chamber, there be kept in a conspicuous
situation, accessible to the actors in the Judicial
theatre, an instrument of appropriate relief,
namely, a receptacle provided for the relief receipt of
voluntary contributions, & designated in conspicuous
letters by the words Equal Justice Box.
