Here then we have a particular subsidiary fund applicable to the
purpose of exonerating the general frun from the burthen
imposed upon it by the several all drawbacks, manifest and
latent together, on the several individual instances
on which under in the present state of things the effect of
them when taken together is such as to render the
mass of reward respectively provided in the several instances made
equate and insufficient to its professed and destined purpose:
applicable to this purpose viz. in so far as money
is necessary to the accomplishment of, the pressure
of each several drawback not being capable consistently with
the established rules of policy and justice, capable of
being got rid of without such pecuniary supply and assistance.\

Such The arrangements measures which present themselves as best adapated
to the removal of this pressure upon more economical
and eligible terms will present themselves be seen to best advantage
when as the several heads of imperfections and abuses to which
they are designed to be applied in the character of remedies are
successively brought to view.

For distinction sake
let the fund thus proposed
to be created be
called the proposed supplemental
fund.
