Defence of Economy

But when by a donation, well-directed imagined as to its object,
but lavish and inconsiderate in its amount, the profits
of captured prizes were in their whole plenitude an unbroken mass without division or deduction poured from
the hands of the Sovereign into the hands of the Captors.
Ministers and Placemen failed not to take that care
of their own interests which public in their respective situations
as all men may and ought to be expected to take.
Under a weak and female reign the personal property of
the Sovereign might be a vast amount be thrown overboard
in the lump. But of the mass of profit profits extracted by
lawyers of different descriptions any more than of the
mass of corruptive influence in the hands of Minis mass means of influence applicable to the purpose of holding in a
state of corrupt dependence the representatives of the people
not an atom was to be parted with.

To serve as a receptacle of present darkness and complication and
as a mine of future litigation, a frivolous distraction was
kept up between prize profits belonging to the Sovereign as
Sovereign and the profits belonging to him as Lord High
Admiral whensoever it should so please him to be under
himself.

And that lest while the Sovereign was stripped of all
that vast portion of his property at one stroke, his lawyers
might not in any future contingent period be exposed
to the possibility of seeing in any other hands
any share in their existing their habitual profits, of the profits mass of profit
to which their expectations had learnt to adjust themselves
an express Order of Council presently followed was obtained for the express
purpose of preventing individuals in the character of Captors
from choosing employing agents of their own choice in the
defence protection of their rights any their property with which they had so lately been
invested which had just been put into their hands.
