Now Stipendiaries should be that of if in in any year the attendance
of being a rule of Law.

Now as to the Judge. The power in question thus belonging to him being
a power of patronage, considered in this point of view it will be
his interest, and thus naturally the tendency of his disposition to render
the number of workers not only adequate to the work, but to
an unlimited degree even more than adequate. But
although on his part excess would not have any natural
limits, yet on the part of individuals at large, the number of persons
desirous of being thelocated and thence the number of persons
whom it would be in his power to locate, the number of instances
in which he would find the exercise of this power
practicable would have its limits.

In regard to the expecte Stipendiaries or expectancy
the greater the number of those already located, and the larger
the time of actual service respectively performed by them, the
less would be the inducement for others to wish to be added to
the number, and thus it is that the supply would actually
adjust itself to the demand: to the demand in respect of actual
up and benefit to the public.

So much for the Stipendiary classes, by be the Non
Stipendiaries – the purely hooray class.

On their part in proportion to the number of the postulary
the value of the power would diminish. Not that in this instance
the efficacy of the check to excess would be a very considerable: for so long as
any the last scrap of reason is attached to a situation, the
expence of our country shows to them who are not in possession of any particle of the of good in the shape that it is still an object of
consequence. Here then to obviate a in this part situation a tendency
to excess, an appropriate private remedy must be employed: and
this remedy the nature of the case provides and offers.

end of every year or in period, every person by whom the minimum
of time has not been accomplished is left out of the list of course.
