government by which<lb/>
such a state of things<lb/>

<p>When private interest<lb/>

of an unrelenting hostility<lb/>
to public duty<lb/>
and the substance of<lb/>
of the people wrung from<lb/>
them by taxes under<lb/>
the name of fees, or employed<lb/>
by their rulers<lb/>
