That That taking all the departments together, especially
where it is considered that the military in all
its branches is of the number, gi an immense mass

manifest: and in proportion as as to the degree of force with which the tendency resulting from the unavoidable tendency nature
of things in this respect is str acts in favour of that
calamity is considerable, in such ought to be the case
to avoid adding to it by any such factitious arrangements as
can be avoided: the such ought ever to be the endeavour
to establish adopt any such arrangements the tendency of which
may be, without prejudice to the public safety security to counteract
that pernicious and unavoidable tendency, and make it possible render it the
interest of the governing part of the community to
suffer the govern those whom they govern to remain
at peace.
