Parly Reform Sinecures
There are two modes of places for keeping up the character of
public men: or to speak in more precise as well as
authoritative language words for preventing as much as may be the fitness of
"great characters" in their high situations for from being regarded
as questionable.
The one is – preventing them as much as may be from doing or suffering
any thing whereby their character shall be degraded,
where anything whereby such their fitness shall in any degree be disproved.
It is for this purpose that amongst other things, I
who am but a student in legislation venture with
all due diffidence venture to propose that no such situation
as that in question – no such situation as that which if
any thing has here been proved has been proved to be a
degrading one, should in future ever beholden by
any such high great or any other more than by any

in which is included the liberty of questioning their fitness by
any one to whom it appears questionable, a liberty which
