enough – is that its being true or false is matter
of accident – that it depends upon circumstances: and
that in no instance is there any adequate security
for its being true – meaning always by true, not only
correct as far as it goes correct, but compleat likewise.
In this or that case, it may be that the amount of the
emolument is already public: or what comes is the same
by means of documents easily accessible liable to be made at any
time to become public, may naturally be expected so to
be. In this case – this what is natural is the either
that there shall be no suppression at all, or none but
what might easily be supposed to be the result of unintentional
denial.
Another case that may without much impossibility
