Sinecures
In the case here in question the matter of fact requisite to be
ascertained admitts throughout of a very uniform and simple description:
it is the sum of money which, in the course of a
certain length of time generally common a year a man
by whom an office has is held, has received in virtue
of it.
For the obtainment of this information who is the proper
person to be addressed? One there is who presents himself
in that character in all cases: and one there is that is the
person, the official person by whom the money has been received.
In general a sum of money can has not
been have been received by one person without having
been paid by some other: and in this point of view
he by whom it has been paid presents it himself
as long one who may with equal propriety and convenience
as he by whom it has been received.
So accordingly he is in one case, viz. that in
which the sum thatwhich with the length of time has been it is by one and the same
person that the sum which in the course of the length of time in question has by the official person
in question been received has in every instance been
paid. On the other hand if that which to the payment
of that which has been by one hand been received
divers hands have contributed in such case the receiver
is in regard being had to delay vexation and expence
the one receiving hand is manifestly the more proper source
to draw upon, in contradistinction and preference to the
