<p>If the interest of the purse were the only interest that<lb/>
 
required to be considered, an enquiry into the emolument<lb/>
 
of any office could have but one or other of two beneficial<lb/>
practical results <add>uses</add>:  viz. to abolish the emolument<lb/>
of the office, or to diminish it.</p>
<p>But when <add>no sooner is</add> the good of the <del><gap/></del> service taken into<lb/>
consideration than <del>it becomes evident that an</del> a third<lb/>
practical use presents itself as one that may eventually<lb/>
come to be deduced – and that is to encrease the<lb/>
emolument.</p>
<p>If in any line of service an additional quantity<lb/>
of service is <add>become</add> necessary, and that of a sort which can<lb/>
not be had without <add><del><gap/></del></add> money, here instead of abolition<lb/>
<add>of existing offices</add> comes a demand for the creation of new ones.<lb/>
And, in regard to the military branch of public service, not to speak of others<lb/>
<del>As</del> Such has for a long time been, or been thought<lb/>
to be, continually the case.</p>
<p>To abolish <add>strike off</add> existing offices, or for the sake of abolishing <add>striking<lb/>
off</add> the expence of the emolument, <add>to strike off</add> the offices themselves –<lb/>
to diminish <add>take from</add> the emolument of existing offices – or<lb/>
<del>encrease</del> <add>add to it</add> or to add to the number of existing offices<lb/>
<del>attaching</del> by creating new ones, attaching to each its<lb/>
allotment of emolument – such then are the practical<lb/>

If the interest of the purse were the only interest that
required to be considered, an enquiry into the emolument
of any office could have but one or other of two beneficial
practical results uses: viz. to abolish the emolument
of the office, or to diminish it.

But when no sooner is the good of the service taken into
consideration than it becomes evident that an a third
practical use presents itself as one that may eventually
come to be deduced – and that is to encrease the
emolument.

If in any line of service an additional quantity
of service is become necessary, and that of a sort which can
not be had without money, here instead of abolition
of existing offices comes a demand for the creation of new ones.
