But on this occasion In regard to Offices and commissions one rule, the
reason of which seems pretty apparent on the face of
it, may it should seem be laid down, and that is that.

To no such appointment ought should the signature
of any person be made requisite except it be for the purpose
of responsibility: that is for fo rendering fixing upon every
official person whose concurrence to the nomination is
looked upon as proper to be required, eventually
responsible for such concurrence. Why? because
every such additional and useless hand is a source of casual
but never improbable vexation, and in addition to
sure and unavoidable delay. The business stops, and where and
with whom does it stop? Even this is more than the
unpractised suitor may for some time be able to discover.
The discovery made, then comes the attendance, the solicitation;
the on the one part the humiliation,
on the f other part the insolence, in all its forms.

Attestation may be mentioned occurr as an additional
cause reason affording a demand for additional signature:
But the whatever the fact of the appointment
must be made known and placed out of the reach of
forgery, as well as the persons instrumental concurring in the production making
of it. But the same whatever signature or signatures be
pitched as requisite for responsibility, the same signature
or signatures serve for attestation: by whatsoever evidence
the concurrence of the persons in question in the act in question is sufficiently established,
the performance of the act itself is sufficiently established.
