<p>Whether in the way of attestation, of intermediate custody<lb/>
 
or of delivery – if so it be that his concurrence<lb/>
 
be rendered necessary to any such appointment, no Clerk,<lb/>
no Valet, no Messenger, no Porter, but is erected into a<lb/>
person of importance:  and <del>in <gap/></del> according to the<lb/>

the nominee himself or that of the public be considered, the<lb/>
<foreign>jus <gap/></foreign> is conferred upon the thus <add>so</add> important person<lb/>
upon a proportionably ample scale.</p>
<p>As it is with the hands through which money passes<lb/>
so is with those through which power passes, except for <add>check and</add> responsibility<lb/>
they can not be too few.  In pursuance of <add>conformity to</add> this<lb/>
rule were the four first of Edmund Burke's principles <add>aphorisms</add><lb/>
of <gap/> framed:  those appearances which have been so<lb/>
much admired, <add>and</add> so imperfectly pursued, and to<lb/>
<del>which so compleat a contradiction</del> with which the concluding<lb/>
part of that same speech <add>production</add> of his, exhibits<lb/>
as will <add>hath been</add> seen, so striking <add>remarkable</add> a repugnance <add>a contrast so remarkable</add>.</p>

Whether in the way of attestation, of intermediate custody
or of delivery – if so it be that his concurrence
be rendered necessary to any such appointment, no Clerk,
no Valet, no Messenger, no Porter, but is erected into a
person of importance: and in according to the
importance of the public appointment whether it has be the interests of
the nominee himself or that of the public be considered, the
jus is conferred upon the thus so important person
upon a proportionably ample scale.

As it is with the hands through which money passes
so is with those through which power passes, except for check and responsibility
they can not be too few. In pursuance of conformity to this
