Panopt. Observ. on Holford's Report

VI. That in under those several heads admitting for argument in the
Panopticon plan in question the existence of that danger
the non-existence of which has been so fully demonstrated
although the arrangement or arrangements which on this supposition would be requisite
to be applied for the purpose of a remedy are as obvious as
the supposed dangers themselves, on which supposition supposing
the remedy adequate the proposed removal with the
breach of faith attached to it would be altogether needless
the impossibility of an adequate remedy is all along
expressly or tacitly assumed, and thereby the necessity of such removal assumed
likewise.

VII. That another and ulterior assumption necessary to the justification
of this violent remedy being that of the efficacy
absolute or at least comparative, of the new arrangement system
in the character of a remedy to those the above several
mischiefs of dangers, no attempt is made to render develop
demonstrate evident the nature and line its tendency to operate
in that character, but that its in relation to those as
well as all other points of good management the certainty of its efficacy
is all along tacitly though without any ground
whatsoever and as will be shown against all probability
tacitly assumed.

VIII. That whereas before the aptitude in the instances
of the proposed new system bef as in the instances of every
other petit system of management before the aptitude of
it considered in the whole can be inferred or pronounced
upon on any rational or honest ground, the expence cost
of it, absolutely and comparatively considered, and in particular
the first cost of it at the outset must be taken into
account and ought to be submitted to the authority by which
and to the public at the expence of which the charge is to
be defrayed, no such
estimate was in this
case given, but Parliament
was made to give
authority blindfold to an
expence to which no limits
were set, and of which
the needlessness and as to
by far the greatest part had been made matter of demonstration.
