<p>VI.  That in <add>under</add> those several heads admitting <add>for argument</add> in the<lb/>

<p>VII.  That another <add>and ulterior</add> assumption necessary to the justification<lb/>
of this violent remedy being that of the efficacy<lb/>
absolute or at least comparative, of the new <del>arrangement</del> <add>system</add><lb/>
in the character of a remedy to <del>those</del> the above several<lb/>
mischiefs of dangers, no attempt is made to render <add>develop<lb/>
demonstrate</add> evident the nature and <unclear>line</unclear> its tendency to operate<lb/>
in that character, but that <del>its</del> in relation to those as<lb/>
well as all other points of good management <add>the certainty of</add> its efficacy<lb/>

VI. That in under those several heads admitting for argument in the
Panopticon plan in question the existence of that danger
