From By these two principles when compared the one with
the other, follows as being so plainly indicated by the
second, a third which may be termed the a directive principle.
In the case of each f public functionary, whatsoever
be his rank and situation so order not
let be the arrangements such as shall render his particular
and individual interest as nearly as possible identical coincident
and identical with the universal interest with the aggregate interest of all the
members of the community taken together. This, is
the greatest happiness principle being acknowledged to be
the right and proper one is as much as to say with
his duty.

In the penal and civil part of the field of legislation
this directive rule applies to all members of the community
alike. In the Constitutional part the only members
who on this occasion as a practice are those who
come under the denomination of public functionaries.
