<p>In this directive rule is implied another of which may also be<lb/>

<add>&amp; physiology</add> of the human mind.  In the mind of every man, and thence<lb/>

In this directive rule is implied another of which may also be

& physiology of the human mind. In the mind of every man, and thence
in the mind of every public functionary are two interests
