Constitutional Code

Without proof made of title in some instance titles of honor
have been, and in any instance might be conferred by a body
of individuals not by a single individual by a body of
individuals: and in this case the body has been and naturally
would be, composed of those on whom it had been conferred.
But Being without proof of the title, it would in this case, as in
the other be an instrument of corruption, and through corruption
of disputes arbitrary rule: the persons, sharing in the faculty of conferring
the title would thereby compose conferring the title composing the Aristocracy; and that corruptive not like the
aristocracy of wealth or that of talent , but a close and organized
Aristocracy: and as to the profit of the corruption to the profit of a few instead of corruption to the profit of a
single person being the result.

The result is – that the portion of honor they judicially
conferred on should in each individual instance be adjusted to the nature
and value of the individual extraordinary service. By the
conferring of a title of honour, the same for in the instance of every one of a number of persons,
this result design would be counteracted. The only way in which
the nature of the case admitts of its being accomplished is –
the recordation of the evidence on the ground of which the
demand made of the benefit in question was pronounced well-grounded.
